How many stories will the project be?

The project will be three stories tall spread across multiple buildings.

What type of amenities will be built?

The residents will have access to a resort-style pool, a fitness center, community green spaces and a dog park/run.

What type of units will you build?

There will be one, two and three-bedroom for-rent apartment units, ranging in size from 620 square feet to 1,890 square feet. 20% (40 units) will be deed-restricted as affordable for residents qualifying in the “Low” category (80% Area Median Income).

What type of Environmental Reviews will be done?

The location of this project was included as an up-zoned property in the City of Encinitas General Plan and therefore a part of the Environmental Assessment prepared for the 2019 Housing Element Update. As a “by-right” project under the 2019 policy, no Environmental Impact Report is required, and the project is exempt from the California Environmental Quality Act (CEQA). However, numerous technical studies addressing various areas of concern (e.g., traffic, air quality, storm water, etc.) have been produced and are on file with the City.

What type of landscaping will the project have?

The landscape will consist primarily of California Native and low water plant material, such as a native pollinator garden, Torrey Pine and Coastal Live Oak. Along the I-5 frontage we will have a landscape buffer with mature landscape.

What energy efficient standards are you incorporating into the project?

Clark Avenue Apartments is actively introducing measures to reduce its carbon footprint. The design incorporates solar, EV charging stations, open space, ridesharing, and in-unit high efficiency air filtration systems.

Is this project using density bonus law? And if so, how many units will be Affordable?

Yes, the project qualifies for a density bonus under State Law. We are proposing to build 40 deed restricted affordable units in the “Low” category (80% AMI). Pursuant to AB 2345, a 50% density bonus could yield a maximum of 299 units, but we are proposing to construct only the number of units allowed by local law – 199 units.

How many parking spaces will be built?

The project proposes 340 total parking spaces. Under the City’s municipal code a total of416 parking spaces would be required. State Density Bonus would require only 251 spaces.

What is the traffic impact?

Our Trip generation was calculated by a licensed traffic engineer using  trip rates provided by the San Diego Association of Governments (SANDAG). The project is expected to generate a total of 1,194 Average Daily Trips. Based on those results this project does not cause a substantial impact to existing roadways and intersections.

What changes are proposed for Clark Avenue?

The existing “paper” right of way for Clark Avenue extends significantly eastward from the current paved road into the front yard setbacks of multiple properties on the southeast side of the street. Rather than require the loss of these front yards to widen the road, the applicant is recommending approximately 450’ of curb along the southernmost east side of Clark be painted red (designated no parking) to correct for the misaligned ROW.

What changes are proposed for Union Street?

No immediate changes are proposed to Union street. The applicant is proposing to participate and pay its fair share of the city’s planned pedestrian access and bicycle lane improvements between Saxony Rd. and cul-de-sac termination of Union street (adjacent to the I-5 Freeway).

What type of development is allowed on the site?

The City of Encinitas updated the site zoning with the R-30 overlay as part of its 2019 Housing Element Update. City code states the R-30 overlay is intended to provide for compatible high-density multiple family residential development including apartments, condominiums and senior housing. Up to 30 dwelling units per acre is allowed, with an additional 50% of units available under State Density Bonus Law.

Are there legacy polluted soils on site from historic agricultural operations?

Soils have been studied and analyzed  and were submitted to the County of San Diego Department of Environmental Health and Quality (DEHQ)  for review. The County found no actionable levels of contamination or polluted soils on site and no danger to human health. A full closure letter requiring no further action or environmental remediation has been issued.
